Mix the garlic, pepper, rosemary and onion powder together and rub it directly into the raw roast. Leave in the fridge overnight.
Take the veal out of the fridge. In a large pot, cook the onion in the oil until it softens up. Then add in the roast, cover the pot and cook it for about 30 minutes on low.
Pour in the water and raise the heat to boil. Then cover the pot and lower a bit to simmer for about 150 minutes until the veal is soft.
