Heat up a pot of water till hot but not boiling. Turn off the heat. Pour the water over the kelp noodles in a bowl. Soak the noodles for five minutes. Use a colander to remove the liquid. Repeat the steps above two more times. This helps soften the kelp noodles.
Shape the ground beef into balls while heating the sauce on low. Drop the meat balls into the sauce so it simmers on low and cooks for 20-25 minutes until done. Serve the meatballs and sauce over the kelp noodles, the more sauce the better.
